Necessity of Establishing the Makoran Central Port-Economic City
The priority for developing the Makoran coasts is linked to the hinterland, aimed at:
1. Implementing the mandates of the Seventh Development Plan (1403-1407) along the southern coasts.
2. Addressing existing challenges in land use planning and regional development in the country.
3. Activating the potentials and capacities of the Makoran region to fulfill national and transnational roles.
4. Responding to the rapid urbanization in the Makoran region and preparing job opportunities and housing conditions.
5. Creating a focal point and development hub along the Makoran coasts from Gwadar to Minab.
6. Bridging the gaps in the settlement network and transportation links for goods and passengers from Chabahar to Minab.
7. Alleviating poverty and deprivation in the Makoran region.
8. Establishing a new generation of new cities along the Makoran coasts as an innovative experience in the country.
9. Necessitating the spread of development in the Makoran region through the creation of the Makoran Central Port-Economic City.
10. Balancing population settlement according to the findings of land use planning studies.
Necessities of Transnational Development with a Focus on Marine Economy
1. Accelerating Regional Competitiveness: The increasing pace of regional countries in developing and enhancing national competitiveness through the establishment of a new generation of cities.
2. Improving Logistics Performance: The necessity to elevate the country’s logistics performance index in competition with regional countries.
3. Increasing Marine Tourism Share: The need to boost Iran’s share of marine tourism at the regional level.
Location Criteria
Population and Employment
- Based on the defined roles and functions, as well as the identified position of the Makoran Central City in the local, regional, national, and international division of labor, an estimated 121,000 job opportunities are projected within the first 20 years.
- Considering the predicted employment, the increasing urban population in the region, past experiences with new cities in the country, and the targeted population of 2 million for new coastal settlements, a population range of 150,000 to 250,000 is envisioned for the new Makoran city.

Transforming Makoran into a tourism and economic hub requires the establishment of an airport and aviation complex to cater to commercial and passenger transportation needs, as well as import and export activities.
